NCA CSCC Critical Systems Cybersecurity Controls

Identify which of your systems count as critical and assess them against the National Cybersecurity Authority's Critical Systems Cybersecurity Controls, the stricter layer that sits on top of the ECC for systems whose failure would matter nationally.

What the NCA CSCC Is

The Critical Systems Cybersecurity Controls (CSCC) are an extension of the Essential Cybersecurity Controls. They apply to critical systems within entities that own, operate or host critical national infrastructure: systems whose disruption, or the unauthorized access to or disclosure of their data, could seriously affect national security, the economy, or essential services.

Where the ECC sets the baseline for the whole organization, the CSCC raises the bar for those specific systems, with stronger requirements across governance, defence, resilience and third parties. The first step is therefore deciding, carefully and with evidence, which systems are critical.

Who Needs This

  • Entities that own, operate or host critical national infrastructure.
  • Organizations that need to identify and document their critical systems.
  • Security teams preparing critical systems for an NCA assessment.
  • Operators whose critical systems depend on third-party suppliers or managed services.

Our Methodology

Every engagement follows the Cyber Shields rhythm: Assess, Protect, Monitor. For this engagement, that translates into the following steps.

  1. Critical system identification. Under a signed Non-Disclosure Agreement, we apply clear criteria to identify and document the systems that qualify as critical.
  2. Baseline check. We confirm the ECC baseline those systems inherit, since the CSCC builds on it.
  3. Gap assessment against the CSCC. Each applicable control is rated for implementation status, with evidence recorded against the control reference.
  4. Technical validation. Where useful, targeted testing confirms that controls on paper hold up in practice.
  5. Remediation roadmap. A sequenced plan with owners, timelines and acceptance criteria, starting with the highest-impact systems.
  6. Re-assessment. We confirm closed gaps before any regulatory assessment.

What You Receive

  • Documented list of critical systems with the criteria applied.
  • Control-by-control CSCC assessment for each critical system.
  • Prioritized findings register with owner, risk rating and recommended action.
  • Remediation roadmap with timelines and acceptance criteria.
  • Readout session with your team, in Arabic and English.

Engagement & Investment

Every engagement is scoped individually. Pricing depends on the size and complexity of your environment, the systems or controls in scope, and the timeline you need to work to. Rather than publish figures that rarely fit a specific situation, we prepare a written proposal with a clear fee and schedule once your scope is understood.

Tell us about your organization and the deadline you are working toward, and we will return a tailored proposal within five business days, following a signed Non-Disclosure Agreement.

Frequently Asked Questions

What counts as a critical system?

A system whose disruption, or the unauthorized access to or disclosure of its data, could seriously affect national security, the economy or essential services. We document the decision for each candidate system.

Does the CSCC replace the ECC?

No. The CSCC adds stricter requirements on top of the ECC for critical systems. The ECC still applies to the organization as a whole.

Can you test the controls technically?

Yes. Alongside the assessment we can validate key controls through targeted testing, agreed in scope beforehand.

Will the report be available in Arabic?

Yes. Reports, the executive summary, and the readout session are available in both Arabic and English at no additional cost.
