NCA OTCC Operational Technology Cybersecurity Controls

Assess your industrial control systems against the National Cybersecurity Authority's Operational Technology Cybersecurity Controls, with a method that respects safety, uptime and the realities of plant environments.

What the NCA OTCC Is

The Operational Technology Cybersecurity Controls (OTCC-1:2022) extend the Essential Cybersecurity Controls to operational technology and industrial control systems: the networks, controllers and systems that run physical processes in sectors such as energy, water, manufacturing and utilities.

OT security differs from IT security. Availability and safety come first, systems are often old and cannot be patched quickly, and a careless scan can stop a process. The OTCC addresses governance, defence, resilience and third-party risk with that context in mind, and an assessment has to do the same.

Who Needs This

  • Operators of industrial control systems in critical infrastructure.
  • Energy, water, manufacturing and utility organizations connecting OT to IT networks.
  • Teams preparing OT environments for an NCA assessment.
  • Organizations relying on vendors and integrators with remote access to plant systems.

Our Methodology

Every engagement follows the Cyber Shields rhythm: Assess, Protect, Monitor. For this engagement, that translates into the following steps.

  1. Scope and safety rules. Under a signed Non-Disclosure Agreement, we agree the sites, zones and systems in scope, and the safety rules for any on-site work.
  2. OT asset and network review. We build an inventory of OT assets and map how zones and conduits connect, including links to IT and to vendors.
  3. Gap assessment against the OTCC. Each applicable control is rated for implementation status, using passive, non-disruptive methods by default.
  4. Risk-ranked findings. Gaps are ranked by their effect on safety, availability and operations.
  5. Remediation roadmap. A sequenced plan that fits maintenance windows, with owners, timelines and acceptance criteria.
  6. Re-assessment. We confirm closed gaps before any regulatory assessment.

What You Receive

  • OT asset inventory and zone and conduit map.
  • Control-by-control assessment mapped to the OTCC.
  • Prioritized findings register with owner, risk rating and recommended action.
  • Remediation roadmap aligned to maintenance windows.
  • Readout session with your team, in Arabic and English.

Engagement & Investment

Every engagement is scoped individually. Pricing depends on the size and complexity of your environment, the systems or controls in scope, and the timeline you need to work to. Rather than publish figures that rarely fit a specific situation, we prepare a written proposal with a clear fee and schedule once your scope is understood.

Tell us about your organization and the deadline you are working toward, and we will return a tailored proposal within five business days, following a signed Non-Disclosure Agreement.

Frequently Asked Questions

Will the assessment disrupt our operations?

No. We use passive, non-disruptive methods by default and agree any active work, its timing and its safety rules in advance with your operations team.

How is OTCC different from ECC?

The OTCC extends the ECC to operational technology, with requirements suited to industrial environments where safety and availability come first.

Do you map to IEC 62443?

Yes. Where useful we cross-map findings to IEC 62443, which many OT vendors and integrators already use.

Will the report be available in Arabic?

Yes. Reports, the executive summary, and the readout session are available in both Arabic and English at no additional cost.
